To commemorate and recognise the late Robert Hebden.
My brother, Robert James Hebden, passed away in 2014 from Cancer. He was a popular local cartoonist (pen name HEB) for over 50 years and contributed a weekly topical cartoon to local newspapers for over 40 years. The Townsville Library held an exhibition of his work in 2015. The Perc Tucker Gallery also exhibited his works in February 2016 during Townsville's 150th celebrations. Robert also submitted two entries in the Archibald. Several Books of his most popular cartoons were also published; one of which was included in a 'time capsule' buried by the City Council many years ago.
Robert was a musician (drummer and guitarist) for several local bands, one being The Pacific Mainstream Jazz Band for over 40 years.
This bursary is subject to the provisions of 番茄社区’s Coursework Scholarships, Bursaries and Grants Policy.

If all the below statements describe you and your current situation, you can apply for this Bursary:
- I am enrolled at the Townsville campus in the Bachelor of Education (primary), Masters of Teaching and Learning (internal students only), Bachelor of Arts; and
- I am enrolled in ED1442 or ED3194 Arts Education for Primary School or Masters Students ED5953 Arts Education for (primary) school.
- I am experiencing financial hardship.
The value of the bursary will be $2,000 paid in one instalment after the award announcement. The Bursary will be awarded to the shortlisted applicant with the highest ranking Portfolio according to their official mark for that assessment.
Prior to completing an application, you should carefully read the Bursary Rules below.
Applicants wanting to apply for this scholarship must:
- Complete the Application form, including the financial hardship section;
- Attach evidence of financial hardship see Examples of Supporting documentation – Financial Hardship section);
- Submit an Art Portfolio for assessment in ED1442 or ED3194 Arts Education for Primary School or ED5953 Arts Education for Primary School; and
- any other supporting documentation that would assist the Selection Committee in developing an opinion as to the merit of the application.
When applying for a scholarship it is very important that you answer all the questions and include all relevant documents. Your application and relevant documents must be submitted before the closing date. If an application is incomplete, it will not be considered.
Your application is checked for completeness and eligibility, and you will receive an email confirmation it has been received. After the closing date it will be individually assessed and put forward to a selection committee who will rank your application and portfolio against others who have applied.

Nature of the Bursary
The value of the bursary shall be $2,000 (or such amount as the Selection Committee determine from time to time) paid in one instalment after the award announcement.
Eligibility Criteria
The HEB Memorial Bursary shall be open to competition among applicants who:
- are admitted to the Bachelor of Education at 番茄社区 or, Masters of Teaching & Learning (Internal students only) or Bachelor of Arts;
- are enrolled in ED1442 or ED3194 and have submitted an Art Portfolio for assessment; or Masters Students in ED5953 Arts Education for (Primary) School
- are experiencing financial hardship.
Selection Criteria
The Selection Criteria are:
- extent of financial hardship
- official mark received for the art portfolio; and
- any other criteria that the Selection Committee deems appropriate.
Bursary applicants will be shortlisted according to their financial hardship. The Bursary will then be awarded to the shortlisted applicant with the highest ranking Portfolio based on their official mark.
Application Procedures
Applications must be submitted on the official application form no later than the date set by the Selection Committee for the year in which the award is to be made.
- Applicants must submit with the official form, where appropriate:
- Documented evidence of financial hardship.
- Applications submitted without the relevant documentation will not be considered.
- The applicant authorises the Selection Committee to make such enquiries as to the applicant’s character and suitability to receive the bursary, which includes authorisation for the Selection Committee to examine the applicant’s academic record, and seek opinions from relevant members of the academic staff of this University or any other academic institution.
Selection Process
The award of the bursary shall be made in the absolute discretion of the Selection Committee, which shall comprise:
- Head, Education (Chair)
- Coordinator, Arts Education; and
- One other moderator, to be invited each year by the Chair, from 番茄社区 or the Townsville Arts community.

The Selection Committee reserves the right not to award a bursary in any year if, in the opinion of the Selection Committee, there is no applicant of sufficient merit to warrant an award.
The Selection Committee will determine all matters relating to the selection of the bursary awardee.
Payment
Monies payable to the recipient shall be paid in 1 instalment, after the acceptance of the award.
Conditions of the Bursary
- The recipient must maintain enrolment of at least 3 credit points in each teaching period of the award.
- In the event that the recipient undertakes an approved leave of absence, the Bursary shall be suspended.
- If the recipient fails to comply with any of the conditions of this Bursary, the Chair of the Selection Committee may suspend or terminate the Bursary, or take such action as it deems necessary to enforce compliance with the condition by the recipient.
- A student may lodge a request for review of decision in accordance with the provisions of the Student Appeals Policy..
- The requirements of the bursary shall not make the awarding of the Bursary conditional upon the recipient providing unremunerated services or products to the donor.
Administration of the Bursary
- The bursary shall be owned by the College of Arts, Society and Education; Education Group.
- The bursary shall be administered by the Scholarships Office, on behalf of the Selection Committee.
- The funds of the bursary shall be held in an account in the name of the University and shall be administered by the officer of the University charged with administering the bursary.
- Income from a fund not expended on the award which it maintains, shall be added to and become part of the fund.
- Where an award provides some benefit to the recipient from a body external to the University, or an obligation upon a body external to the University, the University, its servants and agents, shall not be liable for that benefit or obligation.
